    Incarceration Rate

    As of 2021, New York State had an incarceration rate of 224 per 100,000 residents, which is lower than the national average of 664 per 100,000

    Locating a Prisoner

    To locate a prisoner in the New York prison system, you can use the Department of Corrections and Community Supervision (DOCCS) inmate lookup tool.

    Family Visitation Rules

    New York state prisons allow family visits, but they may be restricted based on the inmate’s security level and behavior. Visitors must be approved and scheduled in advance. For more information, see the DOCCS visitation guidelines.

    Prison Security Levels

    New York state prisons are classified into five security levels:

    • Maximum Security
    • Close Security
    • Medium Security
    • Minimum Security
    • Work Release

    Work Release Program

    In New York state prisons, inmates may be eligible for work release if they meet certain requirements. Work release allows inmates to leave the prison facility during the day to work at a job in the community, and return to the prison in the evening.

    The requirements for work release eligibility in New York state prisons include:

    • The inmate must be within 24 months of their earliest release date.
    • The inmate must have a good institutional record, demonstrating satisfactory behavior and program participation.
    • The inmate must not have had any serious disciplinary infractions within the past six months.
    • The inmate must not have any open warrants or detainers.
    • The inmate must not have a history of escape or absconding from supervision.
    • The inmate must have a suitable and approved job offer in the community.
    • The inmate must have a low risk of recidivism, as determined by a risk assessment.
    Certain offenses may disqualify an inmate from work release, such as sex offenses, homicide, or other violent crimes. The decision to approve an inmate for work release is made by the Temporary Release Committee, which considers the above factors, as well as the inmate’s overall rehabilitation progress and potential for successful reintegration into the community

    The New York State Board of Parole considers several factors when making parole decisions, including:

    • Nature and seriousness of the offense
    • Prior criminal record
    • Institutional record
    • Release plans
    • Risk and needs assessments

    Educational and Vocational Programs

    New York state prisons offer various educational and vocational programs, such as:

    • Adult Basic Education (ABE)
    • High School Equivalency (HSE)
    • College programs
    • Vocational training (e.g., culinary arts, barbering, carpentry)
